Role Statement for Public Works Communication Manager:
The City of Nampa's Public Works department is looking for a motivated professional with exceptional interpersonal, collaboration and communication skills, with the ability to work independently and/or within a team and multitask.
This position will handle public notification and involvement processes for the Nampa Public Works Department under the direction of the Public Works Director.
Employee will assist, work closely, and coordinate efforts with the City's Communications Director.
Employee will supervise, oversee, and delegate tasks to the Environmental Compliance Division for outreach coordination.
The principal function of an employee in this class is to perform administrative and professional work in organizing public involvement information and outreach for the Nampa Public Works Department.
Employee to determine appropriate level of public involvement for each project; support projects within each Public Works Department as needed and necessary; develop and maintain public involvement network; prepare communication materials; maintain website(s) and help carry out other recommendations and work closely with City's Communications Director to ensure communication is consistent with expectations.
Strong writing, human relations, organization, and communication skills are necessary to carry out the duties of this job.
Work is performed under the direction of the Public Works Director and in concert with the City's Communications Director.
Work is generally performed in an office environment.
WHAT YOU WILL DO:
Key Job Accountabilities:
Ability to coordinate and organize multiple programs; proofread and edit written material; analyze data and create reports; communicate effectively with internal and external customers; prepare detailed reports; prioritize workload; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
Establish proactive, annual public involvement plan (in conjunction with yearly budgeting process) to outline upcoming projects to identify the level of public involvement needed for each project.
Establish and maintain public involvement protocols which will describe standard operating procedures when dealing with common circumstances and projects, i.
e.
, how to inform and involve the public, how to document and handle public inquiries and complaints, how to handle media inquiries and crisis situations.
Establish biannual, accurate, consistent formal communication and follow-through with Nampa residents regarding current projects and decisions, Division activities, upcoming projects, and the means for residents to give feedback.
Assist Public Works Director and Divisions with individual project notifications as needed.
Expand and regularly maintain Public Works website to include current information about its divisions and to communicate project activities.
Create quality media related to public communication on projects or efforts by the Public Works Department including, by not limited to, social media graphics, flyers, videos, PowerPoint presentations.
Capture video and photos of various projects and people related to the Public Works Department using iPhone and DSLR camera.
Perform surveys with community as needed via City website and social media about specific issues or projects to gather feedback.
Facilitate a regular Public Works citywide survey through either Survey Monkey or coordinate effort with an independent, professional research firm if budget allows, to gather public input and improve efficiencies in outreach and education efforts.
Continue efforts of building and maintaining communications network with major stakeholders for distribution of information and/or to gather input.
Activities include, but are not limited to, mapping and listing of major groups, gathering places and best ways of communication, visiting, and presenting information to groups on a regular basis.
Work under the direction of the Public Works Director but provide support to and work in concert with City's Communication Director to ensure consistent communication and sharing of resources.
Supervise, mentor and delegate tasks to Environmental Compliance Division for outreach coordination.
Write or edit material for the news media and the public and coordinate release with City's Communication Director.
Perform other directly related duties consistent with the role and function of the classification Assume responsibility for other duties as required or assigned.
Provide needed information and demonstration concerning how to perform certain work tasks to new employees in the same or similar class of positions.
Attend meetings, conferences, workshops, and training sessions and review publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

Education, Experience Level, Certification Requirements:
High School Graduate or General Education Degree (GED):
Required.
Bachelor's Degree (four-year college or technical school) or two-year Associate's Degree Required, Field of study:
Communication, Journalism, Public Relations, or related field.
Considerable experience developing public involvement and information policies, managing public involvement projects, writing news releases, capturing, and creating a variety of digital media, strong editing and proofreading skills, and public speaking.
Competent in Microsoft Work and knowledge of Excel, PowerPoint, and Outlook.
Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
